But, as our research and in-depth interviews with specialized researchers show, powerful commercial and governmental players are eager to transform this device into a digital identity wallet (e-ID). Our investigation shows that this shift is underway and induces a profound paradigm change which calls for an urgent societal debate. Unfortunately, this debate is stifled by the regime established in the name of the crisis. This three-parts series by Re-Check in collaboration with Dutch investigative journalist Jannes van Roermund digs deeper in the functioning of an unprecedented tool that links medical data to freedom of movement. In this first episode, you\u2019ll learn about the meaning of \u201cfunction creep\u201d. Additionally, it contains an exclusive about Switzerland. Re-Check was delivered a leak, the recording of a zoom meeting between government officials and players participating to the deployment of the Swiss COVID certificate. Our research and the exchanges we have had, and are hereby publishing, with the Swiss Ministry of Health show that sensitive data are stored. Digital identity or e-ID is a digital solution that allows citizens to prove their identity. It links a unique identifier to a set of attributes stored in digital form (name, date of birth, gender), which are themselves linked to credentials. Also, medical thus confidential data of Swiss citizens being issued a Covid-19 certificate are stored with the facility that performed the test or the vaccine, coupled with the UVCI, a unique certificate identifier of every Covid-19 certificate.<\/p>\n          <\/div>\n        <\/li>\n        \n          <\/ul>\n  <\/div>\n\n\n\n\n<p><span style=\"color: #ffffff;\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">Analyse et commentaire<\/mark><\/span><\/p>\n\n\n\n<p>In the summer of 2021, many industrialized and emerging countries have introduced a Covid-19 certificate system. Depending on the country, this device is also called health pass, green pass, health pass or vaccine passport. Equipped with a QR code, it is reserved for people who have either received a Covid-19 vaccine, or who have recovered from a SARS-Cov-2 infection, or who have tested negative for SARS-CoV-2. At the time, Re-Check published <a href=\"https:\/\/www.re-check.ch\/en\/covid-certificate\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cDemocracy in Pandemic Mode: The Strange Case of the COVID Certificate\u201d<\/a>. Almost six months later, we are back on this topic with a three-part series. Its objective: to explore in detail the issues related to these certificates with researchers specialized in the critical analysis of surveillance and technologies, but also to highlight the <a href=\"https:\/\/www.re-check.ch\/en\/projects\/ghoman\/\" target=\"_blank\" rel=\"noopener noreferrer\">ghost-management mechanisms<\/a> that certain interest groups have developed to advance an agenda in which the Covid-19 certificate plays a key role.<\/p>\n\n\n\n<p><span style=\"color: #ffffff;\">Analyse et commentaire<br><\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&nbsp;<\/h3>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: #b65043;\">First episode: <\/span><span style=\"color: #008faf;\">Function creep and transparency \u201c\u00e0 la carte\u201d <\/span><\/strong><\/h3>\n\n\n\n<p><span style=\"color: #ffffff;\">Analyse et commentaire<br><\/span><br>From September 2021, the scope of validity of the Covid certificate has been successively extended in most countries. In <a href=\"https:\/\/www.bag.admin.ch\/bag\/en\/home\/krankheiten\/ausbrueche-epidemien-pandemien\/aktuelle-ausbrueche-epidemien\/novel-cov\/covid-zertifikat.html\" target=\"_blank\" rel=\"noopener noreferrer\">Switzerland<\/a>, for example, since September 20, 2021, only holders of this QR code can access cultural, sports, gastronomic and indoor leisure facilities. It is also mandatory to participate in higher education and to visit hospitals, or even to just go to work in the case of nursing staff in some institutions, or teachers at universities. The days of the antigen test as a way to obtain a Covid-19 certificate seem to be numbered: since October 2021, the media have regularly reported \u201cvoices stipulating\u201d that only vaccinated or naturally immune persons shall obtain it (2G regime) (<a href=\"https:\/\/www.blick.ch\/schweiz\/wenn-die-impfquote-nicht-endlich-steigt-experten-werben-fuer-2-g-regel-id16972030.html\" target=\"_blank\" rel=\"noopener noreferrer\">1<\/a>) (<a href=\"https:\/\/www.nau.ch\/news\/schweiz\/coronavirus-arzt-glaubt-dass-2g-auch-in-der-schweiz-kommen-wird-66039954\" target=\"_blank\" rel=\"noopener noreferrer\">2<\/a>) (<a href=\"https:\/\/www.srf.ch\/news\/schweiz\/das-neueste-zur-coronakrise-rufe-nach-2g-regelung-in-deutschland-mehren-sich\" target=\"_blank\" rel=\"noopener noreferrer\">3<\/a>), ), as is already the case in Austria and in some German states.<\/p>\n\n\n\n<p>Today, the Covid-19 QR code is no longer just a \u201cmodern, simple and secure\u201d solution that, as we were told a few months ago, was supposed to \u201copen up the world and give people the opportunity to travel again\u201d: it has become an indispensable prerequisite for participating in society.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><a href=\"https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-4-e1637663279800.png\"><img loading=\"lazy\" decoding=\"async\" width=\"627\" height=\"541\" src=\"https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-4-e1637663279800.png\" alt=\"\" class=\"wp-image-16466\" srcset=\"https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-4-e1637663279800.png 627w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-4-e1637663279800-300x259.png 300w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-4-e1637663279800-200x173.png 200w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-4-e1637663279800-400x345.png 400w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-4-e1637663279800-600x518.png 600w\" sizes=\"(max-width: 627px) 100vw, 627px\" \/><\/a><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>But what exactly is its function?<\/p>\n\n\n\n<p>According to the governments that introduced it, it would play a key role in controlling the epidemic. However, one wonders how they can be so confident, since the widespread deployment of Covid-19 certificates was carried out without any prior study to assess their benefit\/risk ratio. In other words, there is <a href=\"https:\/\/algorithmwatch.org\/en\/domestic-covid-certificates\/\" target=\"_blank\" rel=\"noopener noreferrer\">no evidence<\/a> of the effectiveness of this system in terms of public health.<\/p>\n\n\n\n<p>This fundamental information remains largely ignored and leaves the field open to a <a href=\"https:\/\/www.re-check.ch\/en\/journalism-pandemic-embedded\/\" target=\"_blank\" rel=\"noopener noreferrer\">journalism in pandemic mode<\/a> and to an out-of-control <a href=\"https:\/\/www.re-check.ch\/en\/science-pandemic-task-force\/\" target=\"_blank\" rel=\"noopener noreferrer\">Covid-19 \u201cscience\u201d<\/a>, which perpetuate a toxic climate in which debate is becoming increasingly hardened.<\/p>\n\n\n\n<p>On the other hand, wherever it has been implemented, the certificate is received controversially and divides society. Since the beginning of autumn 2021, not a week goes by without demonstrations in the countries subject to its regime. It is therefore legitimate to ask: why is this system maintained despite the unprecedented tensions it causes (<a href=\"https:\/\/www.swissinfo.ch\/fre\/contest%C3%A9-dans-la-rue--le-certificat-covid-l-est-aussi-dans-les-urnes\/46989256\" target=\"_blank\" rel=\"noopener noreferrer\">4<\/a>) (<a href=\"https:\/\/www.rts.ch\/info\/suisse\/12600110-le-soutien-aux-mesures-anticovid-reste-solide-mais-les-conflits-prives-bondissent-selon-un-sondage-ssr.html\" target=\"_blank\" rel=\"noopener noreferrer\">5<\/a>) and why is its scope extended, when there is no scientific evidence for it to bring about any benefit?<\/p>\n\n\n\n<p>An important dimension of the Covid-19 certificates is progressively and openly being put forward&nbsp; by the governments and the mainstream media: the adherence of the population to vaccination. This modus operandi is <a href=\"https:\/\/maryannedemasi.com\/publications\/f\/covid-19-passports-are-illogical-say-experts\" target=\"_blank\" rel=\"noopener noreferrer\">severely criticized<\/a> by many public health experts. Like Allyson Pollock, a professor at Newcastle University, who considers the Covid-19 certificates to be a <a href=\"https:\/\/www.dailyrecord.co.uk\/news\/scottish-news\/health-expert-describes-vaccine-passports-25397598\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cridiculous, discriminatory and disproportionate\u201d<\/a> measure.<\/p>\n\n\n\n<p>At the same time, it is obvious that for pharmaceutical companies, a mandatory Covid-19 vaccination would represent a unique windfall, given the extraordinary profit it would guarantee. In fact, by coupling this with a necessary booster every 6 months to extend the validity of the open sesame to a relatively normal life, Covid-19 certificates represent the recipe par excellence for products that generate a constant pay off, an objective that all companies pursue.<\/p>\n\n\n\n<p>Indeed, let\u2019s not forget that for the makers of Covid-19 vaccines \u2013 Pfizer\/BioNTech and Moderna in the lead \u2013 the coronavirus crisis represents a fabulous goose that lays golden eggs. In 2019, the pharmaceutical industry could already boast of a historic first: to have succeeded in a few years in raising vaccines to the rank of blockbusters, that is, products that generate at least 1 billion dollars per year. Sales of the HPV vaccines Gardasil and Gardasil9 (Merck) had reached more than <a href=\"https:\/\/www.forbes.com\/sites\/greatspeculations\/2019\/10\/04\/mercks-3-billion-drug-jumped-to-4x-growth-over-previous-year\/\" target=\"_blank\" rel=\"noopener noreferrer\">3 billion dollar<\/a> and those of the pneumococcal vaccine Prevenar13 (Pfizer)&nbsp; <a href=\"https:\/\/www.fiercepharma.com\/special-report\/top-20-drugs-by-global-sales-2019-prevnar-13\" target=\"_blank\" rel=\"noopener noreferrer\">almost 6 billion dollar<\/a>. Re-Check has been investigating for more than a decade how the <a href=\"https:\/\/www.re-check.ch\/en\/projects\/hpv-vaccination-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">launch of HPV vaccines<\/a> initiated the metamorphosis of this class of biologics, definitively putting to rest the stale myth that \u201cvaccines don\u2019t make money for pharma\u201d. But today, Gardasil, Gardasil9 and Prevenar13 would almost seem like small players compared to the staggering amounts of money expected to be generated by Covid-19 vaccine sales in 2021: <a href=\"https:\/\/www.fiercepharma.com\/pharma\/optimistic-about-future-need-for-covid-19-vaccines-moderna-could-bring-about-15b-2022-sales\" target=\"_blank\" rel=\"noopener noreferrer\">19 billion dollar<\/a> for Moderna\u2019s Spikevax and <a href=\"https:\/\/www.fiercepharma.com\/pharma\/pfizer-now-expects-covid-19-vaccine-sales-33-5b-a-7-5b-increase-from-3-months-ago\" target=\"_blank\" rel=\"noopener noreferrer\">33 billion dollar<\/a> for Comirnaty (Pfizer\/BioNtech).<\/p>\n\n\n\n<p><strong>\u201cWe don\u2019t store your data.\u201d Except when we do it<\/strong><\/p>\n\n\n\n<p>The retention of Covid-19 QR codes comes with yet another problem. The authorities are unfortunately not transparent when they explain to citizens how this device works.<\/p>\n\n\n\n<p>In Switzerland, the Federal Office of Public Health (FOPH) <a href=\"https:\/\/www.bag.admin.ch\/bag\/en\/home\/krankheiten\/ausbrueche-epidemien-pandemien\/aktuelle-ausbrueche-epidemien\/novel-cov\/haeufig-gestellte-fragen.html\" target=\"_blank\" rel=\"noopener noreferrer\">states<\/a> on its website: \u201cThe COVID certificate is stored only locally in the COVID Certificate app on your smartphone. This meeting was held on June 10, 2021. Between 90 and 120 people attended, including representatives from the Federal Office of Information Technology and Communication (FOITT) and the Federal Office of Public Health (FOPH). The recording was made by a person who attended this meeting.<\/p>\n\n\n\n<p>During the question and answer session, representatives of the FOPH and the FOITT explained that in fact, certain data from the COVID certificates were indeed stored. These data are the unique identifiers of the certificates, called UVCI for Unique Vaccination Certificate\/Assertion Identifier. And as FOITT representatives explained, for certificate issuers is mandatory to provide this storage. \u201cWe don&#8217;t store that information,\u201d said one of the FOITT representatives. A representative of the FOPH then clarified that the mandatory storage of UVCI was \u201calready a requirement of the EU in order to ensure the traceability of medical data.\u201d<\/p>\n\n\n\n<h6 class=\"wp-block-heading\"><em>Below: Screenshot of the recording that has been leaked to Re-Check. All participants were anonymized.<\/em><\/h6>\n\n\n\n<p>We contacted the press office of the FOPH, which confirmed the information that the storage of UVCI was indeed taking place: \u201cYes, that&#8217;s right, said Nani Moras, spokesperson for the FOPH. The UVCI is the only data that remains centrally recorded, but it does not allow the re-identification of the person to whom the certificate was issued. The FOITT servers, including the primary FOITT systems, are required for certificate revocation.\u201d Before specifying that UVCIs were stored for two years.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><a href=\"https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1.png\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"183\" src=\"https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1-800x183.png\" alt=\"\" class=\"wp-image-16546\" srcset=\"https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1-800x183.png 800w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1-300x69.png 300w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1-768x176.png 768w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1-200x46.png 200w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1-400x92.png 400w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1-600x137.png 600w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/BAG_Mail-02-1.png 978w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/a><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>We then confronted the FOPH with the transcript of the Zoom meeting recording in our possession and insisted again, in order to understand what the FOPH representative was talking about during the zoom meeting, when he mentioned the \u201ctraceability of medical data\u201d.<\/p>\n\n\n\n<p>The FOPH then admitted that the certificate data were actually stored elsewhere, and linked to the UVCI this time: at the certificate issuers, i.e. the doctors, pharmacies or test centers that issue them.<\/p>\n\n\n\n<p>\u201cThe certificate issuers (e.g. doctor, pharmacy) have the medical information in their own system (medical data = set of information about a patient&#8217;s health), Gr\u00e9goire Gogniat explained. This is where the request for a certificate comes from. The issuers then receive the UVCI back from the FOITT and store it with the medical information in their own system. There are no Swiss or European regulations on this subject.\u201d Before insisting: \u201cMoreover, it is important to note that there was never any question of keeping the certificate in the long term. The objective has always been to use the certificate during the pandemic.\u201d<\/p>\n\n\n\n<p>Finally, the FOPH confirmed that the storage of UVCI did indeed correspond to a requirement of the European Union: \u201cYes,\u201d wrote Gr\u00e9goire Gogniat, \u201cthis is even the basis on which the Confederation has drawn up the certificate.\u201d And that this requirement had indeed been implemented, \u201cbut by the care providers\u201d. The most senior data protection official was a member of the steering committee. There were three statements on the subject. The registration of the UVCI is regulated in the Covid-19 Certificate Ordinance, Art. 27, and was therefore also part of the examination by the Federal Data Protection Commissioner. (&#8230;) The cantons and other stakeholders were informed in detail about the planned system.\u201d<\/p>\n\n\n\n<p>Despite the assurances given by the FOPH, this data storage constellation appears problematic. Firstly, because it probably does not correspond to what certificate holders understand when it is explained to them that their data \u201cis not stored centrally\u201d. In fact, they were not pro-actively informed that their medical data related to a vaccination or a Covid-19 test were stored in the same place, with the identifier of their certificate: i.e. at the provider (doctor, pharmacist, test center) who had issued their certificate.<\/p>\n\n\n\n<p>But above all, with this system, the security of this sensitive data rests entirely on the shoulders of the certificate issuers, while the Confederation can claim: \u201cWe do not store your data.\u201d<\/p>\n\n\n\n<p><strong>Function creep<\/strong><\/p>\n\n\n\n<p>Given the speed at which Covid-19 certificates have been deployed, the data protection problem they pose, and the place they now occupy in our society, it is legitimate to ask: when will the authorities stop enforcing this tool? The history of technology teaches us that the answer may well be: perhaps never. Because when a \u201ctemporary\u201d solution of this kind is put in place, there is a great risk that it becomes permanent and ends up being used for a different purpose than the one initially intended. This is known as <a href=\"https:\/\/www.lawinsider.com\/dictionary\/function-creep\" target=\"_blank\" rel=\"noopener noreferrer\">function creep<\/a>. As Bert-Jaap Koops of Tilburg University in the Netherlands <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3547903\" target=\"_blank\" rel=\"noopener noreferrer\">explains<\/a>: \u201cWhat distinguishes function creep from innovation is that it involves a qualitative change in functionality that raises concerns. Not only because of the change itself, but also because this change is not sufficiently recognized as transformative and would therefore require discussion.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft\"><img loading=\"lazy\" decoding=\"async\" width=\"400\" height=\"419\" src=\"https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-11-1-400x419.png\" alt=\"\" class=\"wp-image-16489\" srcset=\"https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-11-1-400x419.png 400w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-11-1-286x300.png 286w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-11-1-768x804.png 768w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-11-1-200x209.png 200w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-11-1-600x628.png 600w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-11-1-800x838.png 800w, https:\/\/www.re-check.ch\/wp-content\/uploads\/2021\/11\/Illus-11-1.png 844w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>The&nbsp; <a href=\"https:\/\/www.forbes.com\/sites\/forbestechcouncil\/2020\/09\/25\/the-state-of-mass-surveillance\/\" target=\"_blank\" rel=\"noopener noreferrer\">mass surveillance<\/a> made possible by the Patriot Act, introduced in the United States after the September 11, 2001 attacks, is a good example. Tommy Cooke of the Surveillance Studies Centre at Queen\u2019s University in Canada and Benjamin Muller, Associate Professor in the Department of Political Science at King\u2019s University College, University of Western Ontario, <a href=\"https:\/\/theconversation.com\/why-we-need-to-seriously-reconsider-covid-19-vaccination-passports-159405\" target=\"_blank\" rel=\"noopener noreferrer\">believe<\/a> that the advent of Covid-19 certificates and the restrictions they institute for certain segments of the population, \u201cfacilitating the movement of some while inhibiting the mobility of others\u201d, are precisely in line with this continuity: \u201cSince the events of 11 September 2001, there has been a proliferation of borders and bordering practices, often well away from national borders and boundaries\u201d, they recall.<\/p>\n\n\n\n<p>In the case of the Covid-19 certificate, everything indicates that the risk of function creep is particularly serious. Because one of the function creep&#8217;s possibilities for this device coincides precisely with the agenda of powerful interest groups. Since 2020, these private and state actors have been presenting the implementation of the Covid-19 certificate as a way to create a more comprehensive and more universal system: a <a href=\"https:\/\/www.cambridge.org\/core\/journals\/data-and-policy\/article\/rethinking-digital-identity-for-postcovid19-societies-data-privacy-and-human-rights-considerations\/0B9A65B889C341CF535E804256C2816A\" target=\"_blank\" rel=\"noopener noreferrer\">wallet for digital identity<\/a> (e-ID).<\/p>\n\n\n\n<p><strong>The e-ID lobbies at work <\/strong><\/p>\n\n\n\n<p>Early on these lobbies argued that future Covid-19 certificates and other vaccine passports would benefit from leveraging the technology solutions developed for e-ID over the past decade. Like Dakota Gruener, director of the ID2020 Alliance (founded in 2016 by accenture, Microsoft, the Gavi Alliance, the Rockefeller Foundation, and IDEO) in her April 2020 discussion paper <a href=\"https:\/\/ethics.harvard.edu\/files\/center-for-ethics\/files\/12immunitycertificates.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cImmunity Certificates: If We Must Have Them, We Must Do It Right\u201d<\/a>.<\/p>\n\n\n\n<p>At the same time, key opinion leaders and governments have been encouraged to view this certificate as a \u201cprecursor\u201d to e-ID and to see its deployment as a good reason to <a href=\"https:\/\/www.biometricupdate.com\/202102\/digital-ids-privacy-by-design-moment-may-come-from-immunity-passport-standards\" target=\"_blank\" rel=\"noopener noreferrer\">accelerate<\/a> the establishment of a digital identity infrastructure. The transformation of the Covid-19 QR code has been presented as a logical, pragmatic and desirable outcome in a variety of channels: <a href=\"https:\/\/identityreview.com\/news\/\" target=\"_blank\" rel=\"noopener noreferrer\">dedicated platforms<\/a>, <a href=\"https:\/\/identityreview.com\/digital-identity-conferences-and-events-for-2021\/\" target=\"_blank\" rel=\"noopener noreferrer\">conferences<\/a>, <a href=\"https:\/\/token-project.eu\/event\/token-national-event-connecting-europe-through-blockchain-and-self-sovereign-identity\/\" target=\"_blank\" rel=\"noopener noreferrer\">events<\/a>, <a href=\"https:\/\/aite-novarica.com\/blogs\/inci-kaya\/pros-and-cons-digital-covid-19-vaccination-passport\" target=\"_blank\" rel=\"noopener noreferrer\">consultancy reports<\/a>, <a href=\"https:\/\/gatesopenresearch.org\/articles\/4-182\" target=\"_blank\" rel=\"noopener noreferrer\">specialist publications <\/a>, <a href=\"https:\/\/eprint.iacr.org\/2021\/704.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">working papers<\/a>, <a href=\"https:\/\/www.finextra.com\/newsarticle\/35760\/digital-identity-consortium-forms-to-develop-trust-ecosystem\" target=\"_blank\" rel=\"noopener noreferrer\">initiatives<\/a>, essays (<a href=\"https:\/\/diacc.ca\/2021\/05\/31\/our-digital-future-and-economic-recovery-rests-on-getting-digital-id-right\/\" target=\"_blank\" rel=\"noopener noreferrer\">6<\/a>) (<a href=\"https:\/\/medium.com\/blog-per-la-trasformazione-digitale\/digital-integration-the-key-to-a-united-europe-9cdb7399c7dd\">7<\/a>) and <a href=\"https:\/\/www.bbc.com\/news\/uk-politics-54010432\" target=\"_blank\" rel=\"noopener noreferrer\">interviews<\/a>.<\/p>\n\n\n\n<p>Clearly, this all-out communication has borne fruit, because, despite numerous <a href=\"https:\/\/www.re-check.ch\/en\/covid-certificate\/\" target=\"_blank\" rel=\"noopener noreferrer\">warnings<\/a>, a very critical <a href=\"https:\/\/privacyinternational.org\/long-read\/4074\/looming-disaster-immunity-passports-and-digital-identity\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a> by Privacy International and investigations (<a href=\"https:\/\/www.srf.ch\/kultur\/gesellschaft-religion\/digitale-identitaet-die-blockchain-weiss-alles-kommt-die-totale-ueberwachung\" target=\"_blank\" rel=\"noopener noreferrer\">8<\/a>) (<a href=\"https:\/\/www.srf.ch\/kultur\/gesellschaft-religion\/digitale-identitaet-die-blockchain-weiss-alles-kommt-die-totale-ueberwachung\" target=\"_blank\" rel=\"noopener noreferrer\">9<\/a>) (<a href=\"https:\/\/www.lesnumeriques.com\/vie-du-net\/passe-sanitaire-et-surveillance-la-quadrature-du-net-redoute-une-banalisation-et-l-entree-dans-une-societe-de-controle-n167271.html\" target=\"_blank\" rel=\"noopener noreferrer\">10<\/a>) that have highlighted the risk of automated mass surveillance inherent in the project carried by these lobbies, support for this vision of Covid-19 certificates as &nbsp;<a href=\"https:\/\/www.jdsupra.com\/legalnews\/covid-19-as-a-catalyst-for-advancement-5838776\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u201ccatalysts for advancement of digital identity\u201d<\/a> has increased in 2021.<\/p>\n\n\n\n<p><em>In the <a href=\"https:\/\/www.re-check.ch\/wp-content\/en\/function-creep-covid-19-certificates-02\/\" target=\"_blank\" rel=\"noopener noreferrer\">next episode<\/a>, we will look at these powerful actors seeking to leverage Covid-19 certificates in order to establish e-IDs, as well as the lobbying apparatus they have deployed to advance their agenda.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; Analysis and commentaryCatherine Riva, Serena Tinari \u2013 Re-Check.ch | Jannes van RoermundNovember 24, 2021 Lire l\u2019article en fran\u00e7ais (en ligne) \/ Den Artikel auf Deutsch lesen (online) The use of the Covid-19 certificate today is limited to coronavirus-related statuses.
